Chapter 1 Introduction & Scope

I. Abstract & Scope
This chapter establishes the applicability, out-of-scope items, and baseline assumptions of the “layered acceleration protocol” serving a unified treatment of cosmic-ray sources, GRBs, and FRBs. Formatting, numbering, and cross-volume referencing follow the unified specification: subsection titles use Roman numerals in bold; bullet items use “- ” and ordered lists use “1. ”. Inline symbols are wrapped in backticks. Any expression with division, integrals, or composite operators must add parentheses and state path gamma(ell) and measure d ell. All time-of-arrival (ToA) derivations must present both forms and record delta_form: T_arr = ( 1 / c_ref ) * ( ∫ n_eff d ell ) and T_arr = ( ∫ ( n_eff / c_ref ) d ell ). Throughout, T_fil (tension) must not be confused with T_trans (transmittance), and n (number density) must be separated from n_eff (effective refractive index). Equations, symbols, and definitions use English notation and SI units.
